Lok Sabha Leader of Opposition Rahul Gandhi on Wednesday shared details of what he called the “H files”, alleging that last year’s Haryana elections were “stolen”. He alleged that while the Congress lost the elections by 22,779 votes, 25 lakh votes were “stolen” in the polls.
Alleging that one in eight votes polled in Haryana elections were fake, Gandhi said that five methods were used — fake photos; voters with affiliation to the BJP in UP voting in Haryana elections; blurred photos; deleted voters; and house number zero shown as addresses. Gandhi claimed that democracy was being destroyed by the Election Commission in collusion with the BJP.

Speaking at a special press briefing at the Congress headquarters in Delhi, Gandhi said that his allegations were “100 per cent the truth”.
“This is about how an entire state has been stolen. Once we did Mahadevapura, Alland (where Congress made similar ‘vote chori’ allegations), we suspected it was happening at the state and national level. Predictions went upside down. All exit polls pointed to a Congress victory,” said Gandhi.
“We got a lot of complaints from Haryana. Predictions went upside down. We zoomed into Haryana and went into details of what happened there,” said Gandhi.
Gandhi said he was going to prove the allegations using data. Claiming to show an example of “duplicate voters”, Gandhi then went on to present a photograph of a woman he claimed was a Brazilian national, and her stock photo was used to cast votes 22 times on 10 booths in the Rai Assembly constituency.
“This is a centralised operation… The lady in question is a Brazilian model. This is proof of a centralised operation,” said Gandhi.

“The lady is one of 25 lakh such people (fake votes). What is a Brazilian person doing on the voters’ list in Haryana?” asked Gandhi. He said that through “duplicate voters”, a total of 5,21,619 votes were stolen.
Gandhi said he was questioning the EC and the democratic process and that he was doing this very seriously.
He then went on to show a photo of another woman, who he claimed voted 100 times. He showed a voter’s list of Haryana and said that the woman has featured several times on the list.
Gandhi also played an old video of Haryana Chief Minister Nayab Singh Saini before the Haryana elections results, where he purportedly said that the BJP will win as it has all the “vyavastha”.

Alleging that through “invalid addresses”, 93,174 votes were stolen, Gandhi said more than 93,000 voters were listed with invalid numbers like House No. 0, making verification impossible. “CEC Gyanesh Kumar attempted to cover up vote chori by claiming that homeless voters were assigned House No. 0. On ground verification, we found several voters with houses who were assigned House No. 0 in the rolls,” said Gandhi.
He claimed that 19,26,351 votes were stolen through “bulk voters”, and added that Haryana had 19 lakh entries where more than 20 voters were registered in the same house number. “For example, in Hodal Assembly, we found 66 voters registered in a house belonging to a BJP Zila Parishad vice chairperson, and 501 voters in a house which could not be found,” said Gandhi.
He also said that there were people associated with the BJP in UP, who had voted in Haryana.
“We have found thousands of voters who are on the rolls in both UP and Haryana, including Sarpanches of villages in Mathura district. This isn’t an error – it is proof of the BJP’s system. As the BJP’s Kerala Vice President B. Gopalakrishnan openly declared, the BJP adds voters ‘even from Jammu and Kashmir’ if necessary to win close seats,” said Gandhi.

Through “mass deletions”, Gandhi said that 3.5 lakh voters, which is nearly 2% of the electorate, were deleted between the Lok Sabha and Vidhan Sabha elections. “In booth number 1 of Rai Assembly, 128 people who had voted in the Lok Sabha found their votes deleted before the Vidhana Sabha elections, mostly from communities that traditionally back the Congress,” alleged Gandhi.
