The State Investigation Agency (SIA) has claimed to have busted a “sleeper cell” of the Hizbul Mujahideen following the arrest of an alleged Over Ground Worker (OGW) from South Kashmir.
The Investigation Agency has termed the arrest a major success saying the activities were aimed at “challenging the sovereignty and territorial integrity of India” and to “incite disaffection and public disorder”.
“Following relentless efforts, SIA Kashmir has achieved a major success by apprehending an OGW, Altaf Hussain Wagay S/o Ghulam Mohi-ud-din Wagay R/o Reban Gund, Behram Shopian who worked as a sleeper cell for the terrorist organisation, Hizb-ul- Mujahideen,” SIA said in a statement. “The arrest was made as a part of the ongoing investigation into FIR No. 01/2025 u/s 13, 18, 18-B, 38, 39 of Police Station CI/SIA Kashmir”.
The Investigation Agency said that during its investigation, it “adduced evidence which establishes the connection of the arrested accused with a terrorist handler belonging to HM”. SIA said that the handler is operating from across the border and at his behest the OGW was “orchestrating terrorist, unlawful and anti-national activities by actively engaging in terrorist conspiracy, propagating and furthering anti-India narratives”.
Calling it a major success, SIA said that Wagay’s arrest is an achievement towards “unearthing the sleeper cells who are highly radicalised, sharing secessionist, unlawful, separatist contents and are also having connections with Pakistan terror handlers/ terrorist organization/ Pakistan intelligence agencies”.
